Corey Lavinsky, a biofuel analyst with S&P Global, reported yesterday morning the EPA proposed to reduce the value of RINs by 50% for biofuels that are imported or made in the U.S. using foreign feedstocks. EPA also proposed biofuel volume requirements for 2026 & 2027 are much higher than most people's expectations for Biomass-based diesel (BBD).
The EPA proposal requires total biofuel blending volumes at 24.02 billion gallons in 2026 and 24.46 billion in 2027; the blending requirements for 2025 are just 22.33 billion gallons.
The EPA proposal also would set a 2026 mandate for biomass-based diesel typically made from soybean oil and used cooking oil at 5.61 million gallons, a 67% jump from the 3.35 billion gallons required this year.
